FAR Part 13 (Simplified Acquisition Procedures)

FAR Part 13 stands for Simplified Acquisition Procedures. FAR Part 13 sets simplified procedures for smaller purchases. Since October 1, 2025, the micro-purchase threshold is generally $15,000 and the simplified acquisition threshold is generally $350,000, with higher limits for some emergency and contingency buys.

Under Part 13, agencies can use requests for quotations, purchase orders, government purchase cards, and blanket purchase agreements with less paperwork than a full proposal. Buys between the micro-purchase threshold and the simplified acquisition threshold are generally reserved for small businesses when the conditions for a set-aside are met.

Why it matters to a small contractor

Part 13 buys are where most small contractors get their first federal wins. Quotes are often short, evaluation is quick, and price plus basic capability usually decides it. Answer every item the RFQ asks for, because a missing form can knock out an otherwise winning price.

Example

A base posts an RFQ for replacing 12 rooftop exhaust fans, estimated well under the simplified acquisition threshold and set aside for small business. A local HVAC shop submits a one-page price, a short capability note, and the signed representations, and wins on price.
