What the job is
Scope: Review GP-103 applications and supporting designs, including noncoal mining operations, reclamation and revegetation plans, bond calculations, and mine operator licensing.
Deliverables: Identify deficiencies, coordinate with applicants to resolve them, and prepare deficiency letters and recommendation reports with supporting technical and regulatory references.
Qualifications: At least five years of relevant Pennsylvania permitting experience, with expertise in mining, stormwater, NPDES, and natural resource screening. Please include reviewer resumes.
Timing: Complete initial reviews within 20% of the assigned review period and up to two additional reviews within 10% each.
Pricing: Provide fully burdened hourly rates for each reviewer, including all administrative, travel, and other expenses.
