Study: Collect new data using surveys, cost models, calculators, or a hybrid approach to produce statistically valid and reliable cost estimates.
Coverage: Analyze costs by geography, care type, child age, and quality level, including staffing, health and safety, and direct and indirect expenses.
Provider engagement: Include Tribal programs and providers serving economically disadvantaged and racially/ethnically diverse families, with culturally responsive outreach.
Deliverables: Provide an accessible findings report, recommendations for improving cost analysis, guidance on cost-based reimbursement rates, and additional analysis of existing data as needed.
Schedule and pricing: Itemize costs by deliverable for winter 2026–June 30, 2027, and July 1, 2027–June 30, 2028. Total budget is capped at $110,000, split $50,000 and $60,000 respectively, including all expenses.
