Study area: 407 parcels, including 385 improved properties; prioritize properties with potential septic system failure and assess sewer service alternatives.
System evaluation: Assume connection to the existing Fruitland sewer system and treatment plant; identify necessary downstream pumping station and sewer upgrades. Treatment plant capacity analysis and upgrades are excluded.
Report: Include project needs, alternatives with life cycle present worth analysis, conceptual schematics, detailed and total project cost estimates, and an annual operating budget, following Bulletin 1780-2 requirements and the September 2021 Water and Sewer Master Plan.
Pricing and schedule: Provide an all-inclusive lump sum fee with personnel, overhead, profit, and expenses itemized. Complete the report by December 31, 2027; Maryland engineering licensure is required.
