Impact fee analysis: Review the current fee structure and legal requirements; develop an alternative methodology and cost assumptions by planning area. Price this component separately within the total quote.
Engagement: Include one countywide survey, at least four public workshops, one formal SWOT session, and targeted stakeholder workshops and individual briefings. Build on existing workshop and survey data.
Schedule: Complete the plan and fee methodology, including adoption-ready deliverables, within a 12–18-month contract term.
