What the job is
Processing: Real-time purchase authorization, benefit and account management, daily reconciliation, and retailer settlement within two processing days.
Integration: Connect with the existing WIC-on-the-Web (WOW) system using WUMEI interfaces; support retailer POS certification and approved product lists.
Cards and support: Supply magnetic-stripe cards using the existing design, manage PINs, and provide 24/7 automated phone and web support in English and Spanish, plus staff training and reporting.
Reliability and security: 99.9% uptime, backup and disaster recovery, encrypted data, and all operations and data storage within the United States.
Schedule: Estimated start December 1, 2027; five-year term with two optional two-year extensions. If transitioning systems, complete acceptance testing within eight months and cutover within 12 months of agreement execution.
Pricing: Quote monthly rates per active case for volumes at or below 25,000 and above 25,000; separate monthly wired/wireless POS lease rates including maintenance and supplies, and per-retailer Level 2 certification pricing. Transition must carry no additional charge.
