Quitline: 24/7 telephone cessation counseling for Delaware residents age 13 and older, using the existing toll-free number with no service interruption by July 1, 2027.
Counseling: Phone, online, digital, and face-to-face cessation counseling, including Spanish translation, support for other languages, TTY access, and priority population protocols.
Referrals: Toll-free fax referral system, electronic medical record referral capability, and proactive outreach to referred tobacco users.
Cessation Aids: Provide all seven FDA-approved cessation aids, including prescription medications and nicotine replacement therapy, with pricing and distribution method.
Reporting & Evaluation: Weekly, monthly, quarterly, annual, and summary reporting, plus follow-up evaluation of reach, quit rates, participant satisfaction, and service performance.
Staffing: Dedicated full-time project manager and qualified personnel for counseling, training, coordination, reporting, and program operations.
