How to Win Government Roofing Contracts in Pennsylvania

By the XL Eagle bid team · Updated November 2, 2026 · Built from our live bid database and USAspending.gov

Roofing contracts in Pennsylvania come from snow, ice and old flat roofs. Public buildings leak, and a buyer with a leak wants a clear scope, a fixed price and a roofer who can start. That is a good fit for a small crew. Public roof jobs usually come with wage sheets, bonds and a long paper trail, so a good package matters as much as a good price.

State agencies post on eMarketplace. Army depots, the Navy and the VA post roof work on SAM.gov. School districts and cities bid roofs on their own sites. Start by browsing eMarketplace and SAM.gov to see how roof bids read, and note which ones require a site walk.

This guide covers the rules that trip up house roofers on public jobs, who buys, and how to price. It also shows how to bid without your own SAM.gov account.

Licenses you need in Pennsylvania

We found no statewide roofing contractor license in Pennsylvania. The Attorney General's home improvement registration applies to contractors who do $5,000 or more of home improvement work a year, costs $100 every two years, and is aimed at work on homes. Philadelphia requires a city contractor license for most construction and repair work, at $126 a year, with a BIRT tax ID, a Commercial Activity License, insurance and OSHA 30 for supervisors. A business that works only on one- and two-family homes can instead register as a Home Improvement Contractor. Public buyers also expect liability insurance and workers compensation, and some ask for a bond. Philadelphia and other cities may ask for permits on top of this, so call the local office early.

Register to bid in Pennsylvania

State and local jobs in Pennsylvania are posted on these sites:

  • PA eMarketplace: The Commonwealth's bid board, where most state agencies post their solicitations.
  • PA Supplier Portal: Where a business registers as a Commonwealth supplier and gets a vendor number, which is needed before bidding.
  • PRiSM: The system where a registered supplier self-certifies as a small business with the Department of General Services.
  • SAM.gov: The federal site where jobs at Pennsylvania depots, bases and federal offices are posted, and where a business registers to bid as a prime.
  1. Get an IRS Employer Identification Number (EIN). A Social Security number will not work.
  2. Open the PA Supplier Portal and choose Supplier Registration, then enter your EIN.
  3. Enter your legal name, business type, address and product categories, then review and submit the digital W-9.
  4. Create your user ID and save your vendor number. Wait for the confirmation email before you try to log in.
  5. Self-certify as a small business in PRiSM if you qualify, since small business reserve bids need it.
  6. Search eMarketplace for your trade, and sign up for e-Alert to get notices of new opportunities.

The official registration pages we read list no fee, and DGS says it charges no fee to certify as a small, small diverse or veteran business.

Federal jobs in Pennsylvania use SAM.gov, which is free. What SAM.gov is and how to register.

Small business certifications in Pennsylvania

  • Small Business Reserve (SBR): Only DGS-certified small businesses may bid as primes on SBR contracts, and agencies under the Governor are directed to aim 15 percent of their operating spend at them.
  • Small Diverse Business (SDB) and Veteran Business Enterprise verification: A small business that is at least 51 percent owned and controlled by minorities, women, service-disabled veterans, LGBT individuals or people with disabilities, or by veterans for the veteran designation; SDB status first needs a certification from a DGS-approved third party.

Wage rules on public jobs

Pennsylvania has its own Prevailing Wage Act. It covers public work that is built, rebuilt, altered or repaired (other than maintenance) under contract, paid at least in part with public funds, with an estimated cost over $25,000, and a project cannot be split to dodge that line. The Department of Labor and Industry sets the rates by craft and county, and they appear in the bid. On federal jobs the U.S. Department of Labor rules apply instead: Davis-Bacon for construction contracts over $2,000 and the Service Contract Act for service contracts over $2,500.

What roofing jobs look like in Pennsylvania

  • Roof replacement counts as public work under the Pennsylvania Prevailing Wage Act, not as maintenance, once a project costs over $25,000 with public money. Rates are set by craft and county. Ask the bid contact in writing which wage sheet applies, so you do not guess.
  • A project cannot be split into smaller jobs to stay under the $25,000 line, so do not plan around that.
  • Federal roof jobs are construction, so Davis-Bacon wages apply to contracts over $2,000. Take photos of the roof at the site walk, because they back up your scope and your extra decking price.
  • Know the roof system in the scope, such as single ply or built-up, and the warranty the buyer wants.
  • Winter limits the season. Ask about the work window and weather days.
  • Large jobs often need bid and performance bonds, so talk to a surety early.

Pricing roofing work for Pennsylvania public buyers

  • Price by roof area and system, then list tear-off, disposal, insulation, flashing and edge metal as separate lines. Show each material with its brand and warranty so the buyer can compare bids fairly.
  • Use the wage rate from the bid sheet, plus payroll taxes and insurance, on covered jobs.
  • Get written material quotes with hold dates. Roofing prices change often.
  • Build in weather days so rain or cold does not erase your margin.
  • Add a unit price for bad decking so extra wood is agreed before the work starts.

Mistakes that lose these bids

  • Pricing a public roof like a house roof and leaving out wage, bond and insurance costs.
  • Treating a roof replacement as maintenance to avoid prevailing wage.
  • Missing a mandatory pre-bid roof walk.
  • Working in Philadelphia without checking the city contractor license.
