How to Win Government Painting and Coatings Contracts in Florida
By the XL Eagle bid team · Updated November 2, 2026 · Built from our live bid database and USAspending.gov
Painting contracts in Florida for government buyers have an unusual starting point. The state does not license painters the way it licenses air conditioning or electrical contractors. That makes the door easier to open, but it does not mean the rules are gone.
Local rules, lead paint rules and the buyer's own paperwork still apply. In a wet, salty climate, buyers also care about prep and how long a coat will last. This guide covers what the license picture looks like, the EPA lead rule, the buyers and the pricing.
You can bid yourself, and this guide shows how. If you would rather skip the paperwork, send XL Eagle your price on a government job. XL Eagle writes and submits the bid as the prime. If it wins, you do the work and get paid. You do not need your own SAM.gov registration to work this way.

Who buys painting work in Florida
- Eglin Air Force Base, Tyndall and Hurlburt Field, which buy much of their construction through a large multiple-award contract set aside for small businesses. Only the firms on it get its task orders, so watch SAM.gov for the next round.
- VA medical centers such as the James A. Haley VA hospital in Tampa, where renovation jobs need painters, often as subcontractors to the prime.
- State agencies that post formal bids over $35,000 in the MyFloridaMarketPlace Vendor Information Portal.
- Cities, counties and school districts, which repaint offices, fire stations and classrooms and buy exterior coating work.
- General contractors who win building renovations and hire painters for the finish work.

Licenses you need in Florida
Florida's contractor licensing law, Chapter 489, does not define a painting contractor, and the word painting does not appear in the section that lists the license types. Local rules vary. The City of Cape Coral, for one, lists its painting license as no longer required. Many cities and counties still want a local business tax receipt, which expires every September 30. Ask the buyer and the local tax collector what applies where you will work, because we did not find one rule that covers every place.

Wage rules on public jobs
Florida has no state prevailing wage law for public works. Since September 30, 2026, a 2024 state law (HB 433) also stops cities and counties from setting wage or benefit requirements for their contractors on new contracts, which ends local living wage programs such as Miami-Dade County's for contracts signed after that date. You still must pay at least the Florida minimum wage, and any wage terms written into an older contract.
On federal jobs, service work such as cleaning, grounds care and guard services falls under the Service Contract Act, and construction work over $2,000 falls under Davis-Bacon. The solicitation includes the wage determination you must pay.
What painting jobs look like in Florida
- The EPA lead rule covers paid work that disturbs paint in housing and child-occupied facilities built before 1978. This includes childcare centers and preschools. Your firm must be certified in lead-safe work practices, and this includes sole owners.
- Each employee must be trained, either as a certified renovator or on the job by one. Ask for the year the building was built before you price anything.
- Florida's humid, salty air is hard on coatings. Read the scope for mildew treatment, primer type and coating thickness, and follow the product data sheet.
- Submittals matter. Expect to send paint data sheets and color samples for approval before you start.
- Work in occupied buildings often has to happen at night or on weekends. Check the hours in the bid.
Pricing painting work for Florida public buyers
- Price surface prep first. Pressure washing, scraping, patching and priming are where bids go wrong.
- Price walls, ceilings, trim and doors as separate lines when the bid lets you.
- Add lifts or scaffolds for high walls, and extra coats if the spec calls for them.
- If an older building falls under the lead rule, add the cost of lead-safe containment, cleaning and training.
- Ask your paint supplier for a written quote that holds through the bid period.
Mistakes that lose these bids
- Starting a job in a pre-1978 building or a childcare center without an EPA lead-safe certified firm.
- Assuming no state license means no local rules.
- Missing the submittal step and starting work before the buyer approves the paint.
- Leaving out night and weekend labor when the building stays open.

Frequently asked questions
Does Florida require a state license to paint a government building?
We did not find a state painting license. The state's contractor licensing section does not define painting contractors. Local rules vary, so check with the buyer and your local government.
What is the EPA lead rule for painters?
It is the Renovation, Repair and Painting rule. A firm paid to disturb paint in housing or child-occupied facilities built before 1978 must be certified in lead-safe work practices, and workers must be trained.
Where do painting jobs come from in Florida?
Air Force bases in the Panhandle, VA medical centers, state agencies, local governments and school districts. Many painters can also get work as subcontractors to a general contractor.
Can I bid on a federal painting job without my own SAM.gov account?
Not directly. But you can send XL Eagle your price, and XL Eagle submits the bid as the prime. If it wins, you do the painting and get paid.
