SOP (Standard Operating Procedure)

SOP stands for Standard Operating Procedure. A standard operating procedure is a written, step-by-step instruction for how a recurring task is done. In government service contracts, SOPs show the government that work will be done consistently no matter which employee is on shift.

Solicitations may ask for SOPs as part of a quality control plan, safety plan, or transition plan. Security contracts often call them post orders, and cleaning or food service contracts may require SOPs for sanitation and chemical handling.

Why it matters to a small contractor

Writing simple SOPs for your core tasks helps you win and keep federal work. They make your proposal stronger, help new workers get up to speed, and give you a defense if the government questions your performance.

Example

A small custodial company includes three one-page SOPs in its proposal: restroom cleaning, floor care, and handling a spill. The evaluators note the clear quality approach as a strength.

SOP: common questions

What should an SOP include?

The purpose, who does it, the steps in order, required tools or chemicals, safety notes, and how the result is checked.

Are SOPs required in federal contracts?

Not always. Many service solicitations ask for them inside a quality control or safety plan, so check the PWS and proposal instructions.
