Disposal capacity: Identify and map existing and future landfill/monofill capacity, remaining lifespans, incineration capacity, and innovative destruction options, including mobile technologies within Virginia.
Environmental impacts: Assess individual and cumulative impacts on air, land, water, protected species, cultural sites, and local communities.
Economic analysis: Estimate disposal costs at state, locality, utility, and household levels, plus the economic loss of biosolids land application benefits to farmers.
Deliverables: Progress reports at 30 and 75 days; preliminary analysis at 60 days; pre-final analysis at 90 days; final report within 120 days of project start or May 31, 2027, whichever comes first. Include virtual meetings, review responses, and one final revision.
Pricing: Provide an all-inclusive fixed price for the analysis and separate normal-hours and overtime hourly rates by staff role for optional technical assistance and outreach.
