What the job is
Scale: 383 sworn officers, 72 civilian personnel, and 5 precincts serving 1,134 square miles, approximately 440,795 residents, and over 19 million annual visitors.
Staffing and operations: Analyze organizational structure, specialized units, CAD/RMS workload data, patrol deployment, shift schedules, resource allocation, and civilianization opportunities.
Policies and personnel: Review operating policies, recruitment, retention, promotions, training, wellness, and internal culture using confidential feedback.
Technology and engagement: Assess system integration, body cameras, fleet management, and community relations; include a community survey and/or engagement workshops. Current systems include Motorola P1 CAD and AXON investigations.
Deliverables and timeline: Work plan, biweekly progress reports, stakeholder engagement summary, draft and final reports with prioritized recommendations, and a public presentation; complete within 8–12 months.
Qualifications: Perform all services in-house, without subconsultants or teaming; provide three firm references for similar operational, workload, and staffing studies completed within the past five years for law enforcement agencies with at least 200 personnel.
