Scope: Supply food, beverages, hygiene products, cosmetics, footwear, and miscellaneous commissary items; store, fulfill, and package individual orders in clear, sealed bags off-site.
Delivery: Weekly ordering cycle with fulfillment and delivery within seven days; deliveries Monday–Friday, excluding national holidays, from 6:00 AM to 2:30 PM.
Facilities: Fulfillment center within 75 miles of 75-20 Astoria Boulevard, East Elmhurst, NY 11370, plus a backup center.
Technology: Integrate phone and tablet ordering with the existing IFCOM banking system for near real-time balances and transactions, plus a separate data warehouse interface.
Staffing and support: Baseline team of 10 delivery staff, two office assistants, one on-site manager, and one supervisor; two staff available 8:00 AM–4:30 PM for receipt collection and support. Help desk available five days weekly, 5:00 AM–9:00 PM.
Pricing and term: Itemized unit prices inclusive of products, labor, warehousing, packaging, transportation, equipment, and technology, firm for an initial five-year term anticipated to start July 1, 2027.
