What the job is
Term: January 1, 2027–December 31, 2031; fully operational within 30 days of start.
Inspections: Approximately 1,800 retailers; at least one inspection per location annually, plus required follow-up and targeted inspections. Include statewide travel, citations, and appeal support.
Staffing: Recruit, screen, train, and supervise adult and under-21 inspection teams; provide field support during evenings, weekends, and holidays.
Retailer support: Manage permits and renewals, a toll-free support line, monthly newsletters, and training materials.
Websites: Maintain two existing permitting and education websites with 24/7 availability, weekday support from 8 a.m.–6 p.m. Mountain Time, and disaster recovery within two business days.
Data and evidence: Enter inspection results within three business days; provide monthly and annual reports and annual compliance survey analysis; securely store and properly dispose of tobacco, vape devices, and batteries.
Pricing: Include all staffing, travel, supplies, printing, mailing, technology support, evidence handling, and implementation costs; unit rates must remain fixed for the first year.
