Please quote engineering design of a wood pellet rail yard and rubber-tired gantry transfer facility at Talleyrand Marine Terminal, 2085 Talleyrand Avenue, Jacksonville, FL 32206.

Rail yard: Four tracks and four track switches connected to the existing rail network, with room for at least 20 railcars.
Crane facilities: Crane travel paths, hurricane tie-downs, parking positions, yard lighting, electrical service, and provisions for future electric power; the tenant supplies the crane.
Container storage: Layout and evaluation of pavement and underlying ground for loaded containers stacked five high, with improvement design as needed.
Site work: Surveys, ground testing, environmental review, drainage, utilities, painted markings, conveyor clearance coordination, and truck waiting area relocation if needed.
Design services: Study the proposed site and up to two alternatives; provide 30%, 60%, and final design, permitting, cost estimates, bidding support, and engineering during construction.
Operations: Keep terminal and rail operations active, with initial facility operation targeted for the third quarter of 2028.
