Mileage: Approximately 4.17 million miles in Year 1, increasing to 4.67 million in Year 5, including garage travel, training, and other travel without passengers.
Staffing: Provide drivers, dispatch, supervision, training, and administration.
Services: Include vehicle maintenance and cleaning, facilities, and fare processing.
Insurance: Include insurance.
