What the job is
Planning: Prepare a housing and community development needs assessment, demographic maps, and five-year strategy; integrate the one-year Action Plan.
Community engagement: Coordinate at least eight focus groups, up to two hybrid community meetings, and a paper and online survey with data entry and analysis. Update community participation and language access plans.
Deliverables: Provide executive summaries, maps, charts, draft and final Word/PDF documents, supporting files, and online planning-system entry.
Project support: Include scheduling, recurring coordination meetings, monthly progress reports, an in-person findings presentation, and revisions through completion in August 2028.
Qualifications: Minimum five years of consolidated plan experience within the past ten years, two recent approved urban county plan samples, and an experienced project manager. Firm and data hosting must be U.S.-based.
Pricing: Provide an all-inclusive fixed fee covering labor, materials, travel, and taxes, plus hourly rates for additional consulting.
