Program size and schedule: Approximately 1,250 residential units and four nonresidential facilities within the study area; eligibility to be confirmed. Anticipated start March 2027, with phased implementation over up to five years.
Surveys and outreach: Community outreach, property surveys, eligibility assessments, acoustical testing, participation agreements, and avigation easement coordination.
Design: Architectural and engineering services, cost estimates, and complete design and bid packages for window and door replacements, sealing, weather-stripping, and central-air ventilation where needed.
Construction oversight: Contractor selection support, construction administration, full-time on-site representation during the first implementation year, periodic representation thereafter, and post-installation acoustical testing.
Performance and tracking: Achieve at least 5 dB interior noise reduction and average interior noise below 45 dB; maintain program budgets, reporting, and a web-based property database compatible with the existing GIS platform.
