Term: One year, with three optional one-year renewals.
Evaluation: Develop an evaluation plan within 60 days of authorization to begin; collect, validate, and analyze student participation, academic outcomes, surveys, and program performance using quantitative and qualitative methods.
Site visits: Conduct at least one annual on-site evaluation visit to each of five selected program providers, including observations, interviews, and data verification.
Deliverables: Annual draft report by October 1 and final report with executive summary by November 1, beginning in 2027; present findings and provide accessible reports, editable source files, datasets, and analysis documentation.
Support: Up to 12 consultation hours and at least three instructional hours of provider training annually, including preparation, materials, and follow-up.
Qualifications and data security: Lead evaluator with a bachelor's in education and at least three years of relevant evaluation experience; independent evaluation and secure handling of confidential student data, including encryption and multifactor authentication.
Pricing: Provide separate annual totals and equal monthly amounts for the initial year and each renewal year, including all labor, travel, materials, technology, and other expenses.
