Availability: Services must be available 24/7, with at least one face-to-face contact per week and emergency response capability.
Delivery: At least 75% of services must be provided in the family’s home, with the remainder in appropriate natural environments.
Staffing: Qualified bachelor’s-level case managers with relevant child and family experience, supervised by experienced social-services professionals.
