Assessment: Review vocational rehabilitation and home and community-based Medicaid Waiver services, employment outcomes, provider capacity, and regional strengths and gaps across Ohio.
Stakeholder engagement: Conduct accessible surveys, focus groups and/or interviews with individuals, families, providers, employers, and partner organizations. Include qualified accessibility services and culturally and linguistically appropriate participation methods.
Comparison: Analyze employment service models and outcomes in five comparable states.
Deliverables: Written findings and report-out meetings, three to five service enhancement recommendations, an implementation plan covering funding, capacity, policy, training, and outcome measurement, implementation tools, and a final presentation.
Pricing: Provide an all-inclusive fixed price with costs broken down by deliverable, including accessibility services.
