What the job is
Organizational review: Assess utility responsibilities and staffing; develop editable process maps, policies, and SOPs across water, sewer, electric, natural gas, stormwater, and centralized billing.
Billing and data integrity: Review the latest 12 complete billing months using electronic screening and risk-based testing, including water meter readings, trash and recycling charges, and third-party data exchanges. Provide reusable reconciliations and exception reports compatible with Cayenta.
Water and sewer rates: Complete cost-of-service and rate-design analysis, a ten-year financial forecast, five-year recommended rates, and an editable financial model with training for at least two staff members.
Development fees: Prepare an updated water and sewer system development fee study meeting North Carolina requirements and coordinated with the rate analysis.
Stormwater and other utilities: Review stormwater fees, parcel/account coverage, billing continuity, and collections; develop a five-year financial plan. Assess electric and natural gas financial sustainability using existing studies.
Implementation and pricing: Include data cleanup assistance, staff training, selected billing-change verification, and a transition roadmap. Quote a not-to-exceed base fee by workstream, hourly rates, implementation hours, schedule, site visits, and capped travel expenses; price optional work separately.
