Cost analysis: Estimate transition, capital, IT, training, and ongoing operating costs, including a three-year operating cost model.
Team and deadline: Include relevant behavioral health, forensic, hospital operations, finance, workforce, legal, and engineering expertise, plus a forensic psychiatrist or psychologist with Massachusetts experience. Final deliverables are due June 10, 2027.
