What the job is

Research: Synthesize existing studies and data, supplement gaps as needed, and prepare a county-by-county land use, permitting, and policy summary.
Engagement: Facilitate a statewide working group and targeted outreach to farmers, operators, community members, and Native Hawaiian practitioners.
Plan: Develop actionable recommendations, a FY2027–2030 implementation roadmap, partner responsibilities, and baseline metrics addressing agricultural land protection, cultural values, and visitor impacts.
Deliverables: Draft and final study and plan, recommendations matrices, executive summary, and presentation materials in editable and PDF formats using proper Hawaiian orthography.
Schedule and pricing: November 2026 through May 31, 2027. Provide an itemized fixed-price quote including taxes, travel, and all expenses; total project budget is capped at $140,000.
