System assessment: Assess all parks and facilities across over 2,000 acres, including recreation centers, sports fields, beach parks, aquatics, marinas, trails, and the sports complex; review programs, staffing, operations, maintenance, budgets, and fees.
Research and engagement: Conduct market analysis, benchmarking, and statistically valid surveys covering users and non-users; include stakeholder meetings, staff workshops, and at least two public workshops per district.
Planning: Prepare GIS inventories and access maps, open space and land use analysis, service standards, master plan scenarios, and conceptual improvement plans.
Implementation: Provide itemized capital estimates, operating cost projections, a 10-year capital improvement plan, and phased 5-, 10-, and 20-year implementation and funding strategies.
Deliverables and team: Include draft and final plans, supporting reports and editable data, presentations, and a proposed schedule. Team must have at least five years of relevant experience and one directly involved AICP-certified planner.
