Facility: 2,000-bed adult male facility with minimum, medium, and close custody housing; quote based on 1,948 inmates.
Services: Staffing, security, custody, administration, healthcare, food service, and academic, vocational, behavioral, and substance abuse programs.
Term: Three years, with transition planning targeting a July 1, 2027 service start.
Pricing: Provide per-inmate daily rates for occupancy up to 90% and above 90% through full capacity, including administrative costs. Blended daily rate must not exceed $71.50.
Exclusions: Exclude separately funded enhanced recidivism reduction programs and inmate welfare activities from operating rates.
