Term: Three years, with transition planning targeting a July 1, 2027 service start.
Pricing: Provide per-inmate daily rates to two decimal places for occupancy up to 90% (1,753 inmates) and above 90% (195 additional inmates), including administrative costs. The blended daily rate must not exceed $82.61.
Exclusions: Exclude enhanced in-prison and post-release recidivism reduction programs and separately funded inmate welfare activities.
