Survey: Contact every eligible child care provider; use multiple collection methods and target at least 65% overall response. Report prices by county, provider type, age group, and care schedule, including special needs and summer care.
Cost analysis: Collect financial data from a structured provider sample and estimate operating costs at basic and defined higher quality levels, including staffing, benefits, occupancy, and special needs care.
Analysis: Report unweighted and capacity-weighted 50th, 60th, and 75th percentile prices, uncertainty estimates, participation barriers, additional family charges, and gaps between prices, costs, and reimbursement.
Deliverables: One integrated accessible report, an editable cost estimation tool, scenario workbook, underlying data, and reproducible analysis code in non-proprietary formats.
Engagement and schedule: Three county information sessions plus one virtual session, at least three final presentations, staff training, and six months of post-report technical support. Plan for approximately 12 months to final report acceptance.
Pricing: Provide a fixed price itemized by task and deliverable, supported by labor hours, rates, travel, and other direct costs. Price optional alternative methodology support and the optional renewal year separately.
