Rate study: Separate water and sewer cost-of-service analyses, five-year rate schedules for FY 2028-29 through 2032-33, a 10-year financial outlook, and at least two rate alternatives per utility, consistent with Proposition 218.
Analysis and deliverables: Demand projections, capital funding and reserve analysis, customer bill impacts, recycled water and wastewater strength charges, draft/final reports, and an editable Excel rate model with scenario dashboard.
Outreach: Three onsite customer workshops, two onsite study sessions, a findings presentation, at least one onsite rate hearing, notice preparation, and up to eight outreach pieces. Price up to two additional workshops separately.
Schedule: Study anticipated to run March 2027 through spring 2028; five annual revenue/expenditure true-ups, each due within 90 days after issuance of the applicable audited financial report, with services extending through December 2034.
Pricing: Include separate water/sewer study fees, annual true-up fees, personnel hourly rates, and all travel and other expenses.
