- Inspection and quality: Construction and special inspections, material testing, quality assurance, redline verification, and project closeout.
- Coordination: Utilities, permitting, stakeholders, and public outreach.
- Staffing: Team must include an Arizona-licensed engineer and personnel available for the full project duration.
