We are seeking quotes for two-phase design and construction of the Port Monmouth Phase II, Contract 1 flood risk management mitigation project in Port Monmouth, New Jersey.
Project scope: Phase II flood risk management components along Pews and Compton Creeks, with Raritan Bay as the source of the high surface events.
Structures required: A tide gate, levees, floodwalls, two pump stations, and three road closure structures.
Site and civil work: Road raising and regrading plus wetland mitigation.
Project purpose: Reduce storm damage to low-lying residential and commercial structures from coastal erosion, tidal flooding, and inland flooding.
Solicitation format: Two-phase best value tradeoff (BVTO) procurement, with Phase I of the BVTO posted as of 17 September 2026.
Project sponsor: The non-Federal sponsor is the State of New Jersey, acting through the New Jersey Department of Environmental Protection (NJDEP).

Bonds
Bid guarantee is 20 percent of the bid price or $3,000,000.00, whichever is less, in a form such as a bid bond. (Attachment 1, p. 8)
Performance and payment bonds are to be furnished within 10 calendar days after award, if required. (Attachment 1, p. 1)
Set-aside and participation goals
Unrestricted competition with a HUBZone price evaluation preference; 10 percent is added to the price of offers except those from HUBZone small businesses. (Attachment 1, p. 46)
Contract term
Performance begins within 5 calendar days and is completed within 760 calendar days after notice to proceed. (Attachment 1, p. 1)
