We are seeking quotes for innovative GEOINT research and technology concepts under the NGA BIG-ST Broad Agency Announcement, currently Topic 7 (Lidar Analysis for Surface & Environmental Reconnaissance), via published Topic Calls.
Technical domains: Proposals must address Foundational GEOINT, Advanced Phenomenologies, or Analytic Technologies.
Submission method: Abstracts and proposals are accepted only in response to open Topic Calls, not to the general solicitation.
Current topic status: Topic 7 (LASER) is open but on HOLD pending Government requirement reviews; Topics 1-3, 5 and 6 are closed and Topic 4 is canceled.
Where to find calls: Topic Calls are posted on Sam.gov, Grants.gov, and/or the Classified IC-ARC, which requires an account for classified topics.
Deliverables: Topic 7 documents list CDRLs for a kick-off, technical reports, software deliverables, and technical plans.

Contract term
The contract has a 9-month Base Period (Phase 1) and a 15-month Option Period (Phase 2). (Attachment 1, p. 17)

Pricing format
The cost proposal must give the total project cost and a breakdown by funding source, such as NGA funds, other Government funds and institutional cost sharing. (Attachment 2, p. 5)
Each sub-award needs a detailed cost proposal included in the principal investigator's cost proposal. (Attachment 2, p. 5)
For consultants, give hours, hourly rate, other costs, and a signed Consulting Agreement or other support for the proposed rate. (Attachment 2, p. 5)
