We are seeking quotes for full-scope cafeteria, catering, 24/7 automated market, and optional food truck concession services at Defense Distribution Center Susquehanna in New Cumberland, PA.
Scope of work: Run Darr's Cafe (Bldg 430) and Inflight Cafe (Bldg 2001) for a base population of about 4,500 personnel, including on-site catering and optional 24/7 unstaffed grab-and-go kiosks.
Optional services: Operate the government-furnished "Grill Fresh" food truck and run the annual base Turkey Day event.
Operating hours: Darr's Cafe serves breakfast 7:00-10:45 AM and lunch 10:45 AM-1:00 PM; Inflight Cafe serves breakfast 5:15-10:00 AM and lunch 10:45 AM-12:30 PM.
Payment structure: The government does not pay; the concessionaire pays a monthly fee per facility, the higher of a Minimum Monthly Guarantee or a gross sales commission percentage.
Period of performance: Two-year base period (Dec 1, 2026 - Nov 30, 2028) plus four two-year options, up to 10 years total.
Compliance and deadlines: SCA Wage Determination 2015-4225 applies; site visits are due by Oct 23, 2026, questions by Oct 26, and proposals by Oct 30, 2026 at 4:00 PM EDT.

Licenses and certifications
