Licenses and certifications
Offerors must be registered in SAM (sam.gov) before submitting an offer, or the offer may be considered non-responsible. (Attachment 2, p. 2)
Set-aside and participation goals
Offers are evaluated by adding a 10 percent factor to price, except offers from HUBZone small businesses that have not waived the preference and otherwise successful small business offers. (Attachment 6, p. 28)
A HUBZone joint venture must have its HUBZone small business parties complete at least 40 percent of the aggregate work. (Attachment 6, p. 28)
Contract term
The contractor must begin performance within 30 calendar days and complete it within 60 calendar days after award or notice to proceed. (Attachment 6, p. 2)
Pricing format
The Government intends to award a firm fixed price purchase order to the responsible company with an acceptable offer under a LPTA evaluation. (Attachment 2, p. 1)
