We are seeking quotes to join a no-cost, multi-award Basic Ordering Agreement (BOA) for supplying commercial products to Crane Army Ammunition Activity (CAAA).
Scope of supply: Machined and fabricated metal parts, plastics and injection molded components, wooden containers and pallets, chemicals, paints and adhesives, hardware, tools, gaskets, and other Class IX sustainment products.
Technical data: Items may be built to controlled technical data packages that reference MIL-SPEC or restricted technical drawings.
Qualification: Show technical capability in at least one supply category by completing Attachment 0004, the Combined Technical and Past Performance Questionnaire.
One-time opportunity: This RFP is the only chance to get a RASP BOA, and only active BOA holders can bid on future order-level RFQs.
Order terms: Orders are competed among BOA holders as Firm-Fixed-Price contracts; no pricing is requested at this stage.
Agreement period: BOAs are valid for up to five years with annual review, and no site visits are required at the qualification stage.

Licenses and certifications
To participate in this BOA, bidders must be registered in the Joint Certification Program to access restricted documents. (Attachment 3, p. 2)
Set-aside and participation goals
The solicitation is a Total Small Business Set-Aside. (Attachment 1, p. 2)
Limitations on Subcontracting clause 52.219-14 (Feb 2026, Deviation 2026-O0038) applies to small business set-aside contracts. (Attachment 1, p. 16)
Contract term
The BOA is valid for up to five (5) years from the effective date of initial BOA execution. (Attachment 3, p. 4)
Pricing format
For fixed price line items, submit invoices and receiving reports in WAWF using the document type specified by the Contracting Officer (2in1 or combo). (Attachment 1, p. 13)
