Of the 4 open plumbing contracts in Texas, none are federal4 are state or local. That split matters: federal work runs through SAM.gov and needs a UEI and an active SAM registration, while state and local buyers each run their own portal with their own vendor sign-up. XL Eagle already holds both.

Most plumbing firms never bid government work because the overhead is the barrier, not the job: SAM registration and a UEI, reps and certifications, bonding on larger jobs, wage determinations, and a different submission portal for almost every buyer. That is administrative work, not trade work.
XL Eagle bids as the prime contractor. We carry the registrations, write the proposal, own the compliance and submit through whichever portal the buyer uses. You price the work and perform it as our subcontractor. There is no fee to you and no registration for you to maintain.

For the federal solicitations, yes — a UEI and an active SAM.gov registration. State and local buyers use their own portals instead. Working through XL Eagle as the prime, you need neither: we hold the registrations and submit the bid.
A mix of federal agencies and state and local buyers; the current list is on this page.
Nothing up front. XL Eagle bids as the prime contractor and the businesses that perform the work are paid as subcontractors on the awarded contract.
