We are seeking quotes for the supply and delivery of non-standard, foreign-produced ammunition and select non-standard weapon systems under a multiple-award IDIQ contract for the U.S. Army, administered by Army Contracting Command - Rock Island Arsenal.
Scope of work: Procure and deliver a portfolio of Non-Standard Ammunition and select Non-Standard Weapon Systems (not NATO standard) for the Department of War, other U.S. agencies, foreign governments, and international organizations.
Quality and testing: Offerors must show experience with quality control, visual and physical inspections, and ballistic testing so items are safe and reliable; items must be compatible with the weapons in the General Specifications (Attachments 0003-0007).
Contract type: Up to five Firm-Fixed Price IDIQ contracts will be awarded under NAICS 332993; delivery orders are competed using LPTA or Best Value Tradeoff, and only ACC-Rock Island can place orders.
Quantities and minimum: Guaranteed minimum is a $1,000 initial delivery order for a CDRL deliverable, with a maximum of 3,552,685,000 items over the contract life.
Period of performance: Five one-year ordering periods, running from award through 1829 days after award.
Evaluation and submission: Offerors self-score past experience on the HTRO Self-Score Matrix (Attachment 0008) with work samples, and submit via the PIEE Solicitation Module by October 19, 2026, 5:00 PM Central, with proposals valid 180 days.

Set-aside and participation goals
