We are seeking quotes for hazardous materials transportation safety research under a Broad Agency Announcement from DOT PHMSA's Office of Hazardous Materials Safety.
Research Topics: Proposals may address efficient safety standards, energy storage safety, innovative packaging, emergency response risk reduction, or rail tank car safety.
Selection Process: A two-phase process is used: Phase I white paper, then Phase II invited full proposal.
Contract Type: Awards are procurement contracts, either Firm-Fixed-Price or Cost-Reimbursement.
Award Size: Awards are up to $2,000,000 each.
Performance Period: Total performance period is up to 36 months.
Authority and Rules: The BAA is issued under FAR 35.016, with eligibility, format, and submission instructions in the attached solicitation document.

How to submit
Deliverables, progress reports and documents must be submitted in electronic format by email, citing the contract number, to the Contracting Officer's Representative (COR). (Attachment 2, p. 1)
Progress reports (monthly or quarterly, set at award) are emailed to the COR within fifteen (15) calendar days after the end of the reporting month. (Attachment 2, p. 1)
Pricing format
Contractor enters description, unit price and quantity on most schedules; totals populate Schedule A and are rounded to the nearest dollar. (Attachment 1, p. 5)
Include calculations showing how the indirect rates used in the cost proposal were derived, with supporting documentation. (Attachment 1, p. 1)
Contractor must write a narrative in each schedule describing the approach to estimating each cost element. (Attachment 1, p. 5)
