We are seeking proposals for prototype supersonic ground launched counter-air missile (ETV) and Common Containerized Launcher (CCL) systems for the Air Force Life Cycle Management Center, Armament Directorate.
Scope: Develop an affordable, digital, open/modular, producible ground launched counter-air Enterprise Test Vehicle missile and associated Common Containerized Launcher system under a 10 U.S.C. 4022 Prototype Other Transaction agreement.
Proposal Deadline: Written proposals due by 4:00 PM CDT on 3 August 2026; in-person oral presentations scheduled for the week of 10 August 2026.
Intent to Propose: Vendors must notify the points of contact of intent to propose and participate in oral presentations by 4:00 PM CDT on 10 July 2026.
CUI / Export Control: Solicitation package contains CUI (Distribution D); access requires a valid DD Form 2345 and verified capability to handle export-controlled documents — U.S. citizens or lawful permanent residents only.
FOCI Restriction: Foreign firms and U.S. companies under Foreign Ownership, Control, or Influence (FOCI) are not permitted to participate as prime or subcontractor.
SAM Registration: Contractors must be registered and active in SAM.gov to be eligible for award and must remain registered throughout the life of the agreement.
