We are seeking quotes for an annual ASTM Compass digital standards subscription renewal at NUWC Division Newport, NSWC Division Carderock, and NSWC Division Corona.
Scope of Work: Renew full-access annual ASTM Compass subscription covering all ASTM technical standards for three Navy laboratory locations, including one new site (NSWC Corona).
Period of Performance: 01 January 2026 through 31 December 2026, firm fixed price.
Sole Source Award: Award is intended on a sole source basis to ASTM International (CAGE 81346); this is not a competitive procurement.
Quote Validity: All submitted quotes must remain valid for a minimum of 60 days.
Compliance Requirements: Awardee must be SAM-registered and comply with DFARS cybersecurity clauses including NIST SP 800-171 assessment requirements (252.204-7019/7020) and covered defense information safeguarding (252.204-7012).
Submission Deadline: Quotes must be emailed to franklin.k.patton2.civ@us.navy.mil by 07 November 2025 at 14:00 Eastern; include price, delivery terms, POC, CAGE code, and Unique Entity ID.
