The Department of Health and Human Services (HHS) is issuing a competitive Request for Proposal (RFP) for the award of a single Time and Materials/Firm-Fixed Price hybrid contract. The Administration for Community Living (ACL), Office of Intellectual and Developmental Disabilities (OIDD), has a requirement for professional services to support ACL's efforts related to strengthening the training and technical assistance capacity of State Councils on Developmental Disabilities, through comprehensive, coordinated, and performance-based technical assistance to build Council capacity to carry out their statutory responsibilities, maintain Federal compliance, and demonstrate measurable impact, and to support systems change and rigorous, outcome-driven initiatives that contribute to the evidence base on effective approaches for improving the independence, self-determination, productivity, integration, and inclusion of individuals with intellectual and developmental disabilities and their families.
