We are seeking quotes for development and demonstration of an end-to-end, backward-compatible Ka-band relay service for NASA's select on-orbit legacy TDRSS users.
Service Scope: Provide space, ground, launch, integration, and operations elements for the complete relay service.
Compatibility: The service must support legacy TDRSS users that cannot modify flight hardware or use incompatible commercial services.
Service Period: The end-to-end relay capability is required for a minimum of 15 years.
Acquisition Structure: This is a phased competitive research and development acquisition with multiple initial firm-fixed-price awards anticipated.
Export Clearance: Access to the ITAR-controlled requirements document requires verified ITAR/EAR clearance and a DDTC letter or equivalent.
Participation Limit: Foreign participation is not permitted.
