(i) Authority: This is a combined synopsis/solicitation for commercial products and services prepared in accordance with the Revolutionary FAR Overhaul (RFO) procedures under RFO Part 12. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. (ii) Solicitation Number: F1S0AY6182A001 (Issued as a Request for Quotation). (iii) Set-Aside / NAICS: This acquisition is Unrestricted. The associated NAICS code is 334111 (Electronic Computer Manufacturing) with a size standard of 1,250 employees. (iv) Line Items (CLINs): CLIN 0001: NetView Group License (Up to 20 Total Seats) - Qty: 1 Lot CLIN 0002: 1-Year Group Software Maintenance Support - Qty: 1 Lot CLIN 0003: NetView Training (2 Days, On-Site) - Qty: 1 Lot (v) Description of Requirements: The Edwards AFB Contracting Office intends to award a firm-fixed-price (FFP) contract on a sole-source basis to Telspan Data, LLC (CAGE: 48U78) for NetView software licenses and maintenance support. NetView is a proprietary, highly specialized software required to decode, process, time-align, and display IRIG 106 Chapter 10 recorded video data from preflights and test missions for Bomber Platforms (B-1, B-2, B-52). (vi) Single Source Determination: In accordance with RFO 6.103-1 (Only one responsible source and no other supplies or services will satisfy agency requirements), the Government has determined that Telspan Data, LLC is the Original Equipment Manufacturer (OEM) and sole developer/distributor of this software.
