The Health Resources and Services Administration, Maternal and Child Health Bureau (HRSA/MCHB) is releasing this full and open competitive solicitation to establish a Multiple-Award pool of approximately three (3) to five (5) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts. The primary objective is to secure highly specialized scientific methodologies, systematic clinical evidence reviews, and core programmatic support for the Newborn Screening Recommended Uniform Screening Panel (RUSP). The master IDIQ ordering period is five (5) years (a 12-month Base Period plus four sequential 12-month Option Periods) with an aggregate collective ceiling value of $15,111,361.00. 2.
Acquisition Framework & RFO Protocols This commercial services procurement is being conducted under the dual frameworks of FAR Part 12 (Commercial Products and Services) and the streamlined negotiated procedures of FAR Part 15 under the Revolutionary FAR Overhaul (RFO) framework. 3. Concurrent Track 1 Award Stream Concurrently with the establishment of the Master IDIQ pool, the Government will award Task Order 1 (�Support for Evidence Reviews and Newborn Screening Processes and Reports�) as a strict Firm-Fixed-Price (FFP) order. Award Without Negotiations: In accordance with RFO protocols, the Government intends to evaluate proposals and award the Master IDIQ contracts and the concurrent Task Order 1 based strictly on initial proposals received, without formal negotiations.
Offerors are strongly cautioned to submit their most competitive technical approaches and binding ceiling pricing in their initial volumes.
