Emergency Acquisition Basic Ordering Agreement (EA BOA) Initial Invitation Purpose: GSA�s Office Shared Services Delivery (FD) is seeking to establish Basic Ordering Agreements (BOAs) to enable the rapid solicitation, award, and delivery of products and services to support general and declared emergencies throughout the United States and its territories. Through the use of BOAs, FD seeks to greatly reduce the administrative lead time required from the time an emergency requirement is identified to contract award and ultimate fulfillment. Background: What exactly is a BOA? FAR 16.703 (GSA Class Deviation RFO-2025-16) gives the formal definition of a BOA and explains that BOAs represent a method of expediting contracting for uncertain requirements.

A DRAFT version of the planned agreement itself is included as Attachment 1 to this document, and it describes the anticipated ordering process that a participating contractor is agreeing to follow when authorized users need to order emergency supplies and services. Of significant importance are the Rapid Response and Delivery timeframes to be adopted for potential future orders. While these timeframes may not always be required for every future EA BOA order, these are likely to be utilized during declared disasters and interested contractors should ensure they have the appropriate capabilities to meet these timelines when needed.
