The Federal Bureau of Investigation (FBI) intends to award a single-award, Firm-Fixed-Price, Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for Tier II Mobile Command Post Vehicle (MCPV) systems. The purpose of this acquisition is to establish a contract vehicle for the design, engineering, manufacturing, integration, testing, and production of trailer-based mobile command post systems capable of supporting FBI command, control, communications, and computer (C4) operations. The Tier II MCPV requirement consists of a custom-integrated gooseneck trailer system and, when ordered, a compatible Class 4 prime hauler vehicle. The MCPV Trailer shall provide a mobile operational environment supporting mission communications, networking, workspace, power generation and distribution, environmental control, equipment racks, audio/visual capabilities, RF and satellite connectivity provisions, security systems, and integration of Government-furnished and Contractor-furnished mission equipment.
The contract will include a First Article requirement. The Contractor shall design, manufacture, integrate, test, and obtain Government approval of an initial MCPV Trailer configuration prior to production quantities. The approved First Article configuration will establish the production baseline for subsequent MCPV Trailer systems. The Government anticipates ordering approximately thirteen (13) MCPV trailer systems and associated prime hauler vehicles over the contract ordering period; however, the Government guarantees only the minimum contract obligation identified in the solicitation.
The maximum contract value shall not exceed $15,000,000.00.
