Any award resulting from this solicitation will be made using a comparative analysis using evaluation factors. In compliance with 38 U.S.C. 8127 Prospective offerors must be registered in the System for Award Management (SAM) at https://www.sam.gov to be considered for an award of a federal contract, and registration must be complete and not missing elements such as representations and certifications.
